Edmund Bellegarde, Tribal Chairperson – File Hills Qu’Appelle Tribal Council
Edmund has served the File Hills Qu’Appelle Tribal Council as the Tribal Chairperson Since September 2006. In this leadership role he also serves as President and/or Chairperson of FHQ Developments Ltd, Silver Sage Housing Corp, Leading Thunderbird Lodge, Treaty 4 Management Committee, FHQ Casino Holdings Ltd, Keseechiwan Holdings Ltd, Federation of Saskatchewan Indian Nations Executive Council, and numerous other boards and committees at all levels in the community such as the Regina Regional Opportunities Commission and Saskatchewan First Nations Power Authority. Since its inception in April of 1996 he has been the Chair of the Little Black Bear First Nation Specific Claim Trust; his home community. Mr. Bellegarde has a wealth of management experience in the banking and casino gaming industries. He was a Personal Account Manager with Royal Bank Financial Group, Director of Casino Operations at Casino Regina, General Manager of Painted Hand Casino, and also led the corporate governance transformation of Saskatchewan Indian Gaming Authority as the President & CEO from 2000-2006. He has also served many boards in the past, including SaskPower, Saskatchewan Chamber of Commerce, Canadian Gaming Association, and Tourism Yorkton. Some of his career accomplishments and recognition include two RBC Special Achievement Awards and in 1994 was named to the Top 500 RBC employees worldwide, 2002 Canadian Gaming Industry Executive Excellence Award, and 2003 Sask Business Magazine Top 10 ‘Men of Influence’.
In his role as Tribal Chairperson he has a particular focus on youth, economic development, education, health and governance. Edmund is currently pursuing his Master’s degree and is enrolled as a graduate student in the University of Regina’s Kenneth Levene Graduate School of Business Executive MBA program.
