 The File Hills Qu’Appelle Tribal Council is a non-profit organization that provides a range of programs and services to its 11 member First Nations throughout southern Saskatchewan within the Treaty Four territory. The foundation of who we are is embodied in the languages, cultures, and traditions of our distinct Nehiyaw, Anishinaabe, Nakoda, Dakota, and Lakota nations. 

FHQTC is looking for a communications specialist who offers communications expertise and consultative advisory services to the whole organization. The individual will have proven leadership ability to offer a range of senior strategic communications services thereby contributing knowledge and tools to empower the executive management team and senior management to achieve the vision, goals and objectives of the Tribal Council. 

 DUTIES AND RESPONSIBILITIES 

• This individual will provide leadership to the communications department, working with the social and digital media technician to successfully achieve the communications outcomes. 

• Develops and implements communications systems that support a Tribal Council communications structure that ensure alignment to the communications and Tribal Council policies. 

• Develops, implements and evaluates strategic internal and external communications plans for the Tribal Council, specific projects and programs. 

• Identifies emerging issues and develops and implements effective and timely communication strategies 

• Provides media relations advice to promote corporate communications objectives, enhance positive media coverage and reduce negative media coverage. 

• Project managing initiatives, projects and events with cross-functional teams and requirements, such as (but not limited to) the annual report. 

• Researches and writes organizational messaging, strategies as well as oversees development of a wide variety of communications products. 

• Identifies advertising and marketing opportunities that contribute to organization’s key objectives and writes, creates and coordinates placement of advertising/marketing products. 

EDUCATION AND QUALIFICATION REQUIREMENTS: 

Degree in Communications, Marketing or related discipline with a min of 3 years public communications experience in strategic communications, issue management and project management. 

EXPERIENCE: 

• Leadership experience of a communications team 

• Providing strategic advice and guidance to senior management on communications strategies and approaches, compliance with organizational policies. 

• Experience evaluating and identifying emerging communication issues, trends and directions in communications within and outside FHQTC to develop alternative strategies and innovative approaches to communications. 

• Experience providing advice and guidance on communication issues and managing expectations, developing and fostering relationships with all FHQTC stakeholders to align organizational projects, share best practices, successes and learnings 

• Considerable experience in project managing events, initiatives and/or projects with cross-functional teams and requirements. 

• Acts as FHQTC media liaison responsible for conducting media analysis to identify issues that are of importance to FHQ and First Nations to ensure proactive response to negative or incorrect media reporting. 

KNOWLEDGE AND COMPETENCIES 

• Strong interpersonal skills and works well in a team 

• Strong leadership qualities and attributes of confidentiality, tact, and an ability to exercise sound judgement and decision-making under strict time constraints and competing priorities. 

• Be a self-starter with initiative, creativity, and drive, with excellent time management 

• Excellent oral, written, organizational and interpersonal skills. 

• Sound knowledge of communications theories, principles, methods, practices and delivery techniques 

• Proven ability to research, design, write, proofread, produce, prepare or disseminate print and electronic communications products. 

• Experience using Microsoft Office Suite, Adobe Creative Suite, email and a variety of virtual communication methods. 

OPERATIONAL REQUIREMENTS 

• Knowledge and commitment to the philosophy, goals and objectives of the FHQ Tribal Council. 

• This position is located in Fort Qu’Appelle; however, candidate must have a willingness and ability to travel if required (driving, air, other transportation). 

• The hours of work are Monday to Friday with a willingness and ability to work overtime and on short notice 

• Understanding and appreciation of First Nations values and traditions. 

CONDITIONS OF EMPLOYMENT 

• Candidates must provide a current original copy of the Canadian Criminal Records with Vulnerable Sector Check annually 

• Must possess and maintain a valid driver’s license throughout duration of employment.
