File Hills Qu’Appelle Tribal Council, in partnership with the Touchwood Agency Tribal Council, owns and operates a number of subsidiary entities, the TFHQ entities are located in both rural and urban areas and provide programs and services.
The Regina Treaty/Status Indian Services Board of Directors, in co-operation with the File Hills Qu’Appelle Tribal Council, developed RTSIS as the urban service delivery entity. It is housed at “The Gathering Place” in the City of Regina.
MISSION STATEMENT
To achieve “One Stop Service Delivery” ensuring the efficient and effective delivery of programs and services to the Treaty/Status Indian population in the City of Regina.
GOALS AND OBJECTIVES
In cooperation with the RTSIS Board of Directors, File Hills Qu’Appelle Tribal Council and Touchwood Agency Tribal Council:
- to ensure all existing programs operated by RTSIS continue to be viable and continue to provide exemplary service to the First Nations Peoples of the City of Regina
- to continue to explore all avenues of funding in order to expand and promote the services and programs of RTSIS
- to provide RTSIS with a higher profile in the City of Regina
- to enhance existing partnerships with the community
- to cultivate new partnerships with the community that will better the programs and services of RTSIS.

FIRST NATIONS EMPLOYMENT CENTRE
The First Nation Employment Centre is an entity of the Touchwood Agency Tribal Council, File Hills Qu’Appelle Tribal Council and the Regina Treaty/Status Indian Services. We provide First Nations clients with direction in career planning, employment and training. Clients can develop and update resumes and covering letters as well as research job opportunities through the internet and job postings.

The Atoskata Program is a restitution program that provides opportunity for some young offenders (aged 12-18) who have been convicted of a property-related offence to remain in the community making restitution while learning about the impact of their actions.

TREATY FOUR EDUCATION CENTRE
The Treaty Four Education Centre offers clients Adult 12 subjects with the goal of helping them to obtain their Grade 12 standing. We seek to develop students physically, mentally, spiritually and emotionally. Our goal is to enable our students to take leadership positions in whatever future occupation or post secondary institution that he or she chooses.

FIRST NATIONS FAMILY SUPPORT CENTRE
The First Nation Family Support Centre was established to respond to the needs of children at risk and to break the generational cycle of violence, abuse and addictions. It is through the services and programs offered at the Support Centre that we hope to help in the creation and maintenance of a healthier Urban First Nations family environment where children can safely grow mentally, physically, emotionally and spiritually in order to achieve their fullest potential. The First Nations Family Support Centre is open to all community members regardless of status or ethnicity and who are interested in participating in our culturally relevant programs and services being offered.

RED FEATHER SPIRIT LODGE DEVELOPMENT & TRAINING PROGRAM
Red Feather Lodge offers support and services to youths who are considered to be at risk, aged 12-20 years of age, who are involved in the Youth Criminal Justice System and who need support getting their lives back on track. As well the opportunity to develop personal and social skills and participate in First Nation cultural activities. The program offers an evening and week end component using First Nation role models. Transportation is provided.

NEIGHBOURHOOD RECREATION PROJECT
The Neighbourhood Recreation Project is an evening program set up for youth and youth at risk. The program provides many different leisure activities involving sport, culture and recreation. The program is available Monday through Friday from 4:00 p.m. – 8:00 p.m. Programming is offered at The Gathering Place and Kitchener Community School. Registration is simple; stop by the office and fill out the necessary forms and your child can participate immediately. Transportation and snacks are provided at no charge.

TALKING CIRCLE
The Talking Circle program was implemented as an option for families and D.C.R.E. workers to plan and prevent children from firstly coming into care, and secondly being returned to the families in the safest and fastest way possible. Circles allow participants to share openly about the various obstactles the families face and also for resources and supports to be utilized to ensure reintegration of the children. It is a process that empowers families to make good decisions on a child’s safety or to identify extended family placements. Information is shared, options are identified and assessed and plans are made through a non-threatening and inclusive process.
