Technical Services

The File Hills Qu’Appelle Tribal Council Technical Services is committed to assisting our member First Nations to strengthen and build their capacity by providing advocacy, training, and technical support.

Services

Housing

Conducts inspections for new housing and rehabilitation projects for both Indigenous Services Canada (ISC) and Canada Mortgage and Housing Corporation (CMHC) including:

  • Plans review
  • Site inspections
  • Prior to backfill, foundation inspections
  • Prior to drywall, framing, insulation & vapour barrier
  • Final inspections
  • Code compliance inspections
  • ISC Cyclical Inspections
  • ISC Renovations inspections
  • ISC New Construction
  • Emergency inspections
  • CMHC New Construction
  • CMHC Physical Condition Reviews
  • CMHC RRAP Program
Capital Asset Inventory System (CAIS)
  • Provide a current inventory of all First Nation assets to update the CAIS record to justify the level of funding and to assist in prioritizing projects
Asset Condition Recording System (ACRS)
  • Coordinate the inspections of all assets maintained by the First Nation that are listed on the CAIS in accordance with ISC user instructions
  • Update ACRS based on information received from the inspections
  • Consult with Engineer/Consultant to approve and/or complete reports
Capital Management Database (CMDB)
  • Update the CMDB information on residential units: number of units count, water & sewer type, overcrowding, condition with dollar value of major and minor unit requirements, replace or adequate, etc.
  • Update Housing Maps: new units, deleted units, tenant list
  • Mapping: GPS Surveying, Satellite imagery
  • Provide maps to the First Nations, RCMP, Ambulance, Fire Departments and other emergency services as directed by the First Nations.
Physical Development Community Plans
  • Coordinate the update of the First Nations Community Plans on a 5-year cycle.
  • Work closely with a recognized Community Planner providing information for the update of the plans
Major Capital Projects
  • Assist First Nations with Major Capital Project applications to ISC
  • Participate in project teams for major capital projects
  • Advocate for First Nations project applications
Water Circuit Rider Program
  • Assist First Nations in providing healthy, safe drinking water
  • Provide technical information and assistance to First Nations Water Treatment Plant (WTP) operators
  • Provide and/or organize training for WTP operators
  • Assist in trouble shooting problems and issues within the plant
  • Assist with the removal and installing of repairs
  • Monitoring of water quality
Communication & Information Sharing
  • Quarterly Housing Coordinators meetings
  • Housing Workshops
  • Housing and Asset Management Forum
