Regina Treaty/Status Indian Services

Regina Treaty/ Status Indian Services Inc. (RT/SIS) provides assistance, programming, training, advocacy, and referral services for urban First Nations members living in Regina and surrounding areas. We are also known as The Gathering Place. 

RT/SIS is committed to:

  1. Gaining recognition as a caring and sincere service provider to the Treaty First Nations population who are amongst those in greatest need;
  2. Recognizing and advancing the linkage between the urban Treaty First Nations people, their respective First Nations and ties to the Treaties;
  3. Promoting equal opportunities for First Nations people in programs that meet their social, economic, political, recreational, justice, and spiritual needs;
  4. Promoting better understanding for First Nations people by offering them greater participation in all aspects of urban lifestyles; and
  5. Assisting First Nations people transition either to or from their First Nations for greater opportunity for training, employment, or housing.

Mission

An inherent and treaty rights based organization, the Regina Treaty/Status Indian Services envisions wholistic individuals, families, and communities through the creation of relevant, accessible, and sustainable programs and services.

Goals and Objectives

The goals and objectives of RT/SIS are in cooperation with the RT/SIS Board of Directors, File Hills Qu’Appelle Tribal Council, and Touchwood Agency Tribal Council and include:

  1. Service Delivery Excellence: To ensure our exemplary service delivery of community-based, wrap-around programs and services continue to be viable, accessible, effective, maintaining client satisfaction with customer service standards, staff expertise, adaptation to client needs and programs evolvement. Measurable through the performance records and client feedback.
  2. Program and Funding Alignment: to continue to explore all avenues of funding in order to expand and promote the services and programs to meet the needs of our clients while innovatively embracing change.
  3. Community Presence: To ensure the standard, reputation, brand and profile continues as a key partner in Indigenous human service delivery with high community impact by community involvement and sustained engagement of current/retuning clients, and positive profile exposure to potential clients. Measurable in the overall success of program engagement and effectiveness.
  4. Partnership: To continually enhance our existing partnerships with the community, with funding partners, and with other service delivery entities. Measurable through the overall success in partnership initiatives
  5. Collaboration: To cultivate new partnerships with the community that will strengthen the quality of the evolving program and service delivery and increase membership capacity. Measurable in the overall success of valuable collaborative community partnerships that enhance the program and services.

Our Programs and Services

Atoskata Youth Restitution Program (Since 1994) is an option for youth 12-18 years of age who have been convicted of a property related offence. An order of restitution or community service is part of a Youth Court disposition. Atoskata responds to the concerns of the victims and the community. It takes certain steps to address the impact of crimes on the victims who feel unheard and unrepresented. Atoskata is trying to make youth aware of the impact that crime inflicts on their victims and their community.

RT/SIS Regina Indigneous Crime Prevention and Reintegration Strategy
This project was developed to provide support to Indigenous participants in the areas of Reintegration and Crime Prevention services. The project is to work in collaboration, and in spirit of reconciliation with partners in addressing the multitude of systemic and personal barriers that lead to over-representation rates while reducing recidivism rates among participants. The project will provide case management services and support relevant to a collaborative reintegration strategy. The project will host a trauma informed position that assists in addressing the impacts of intergenerational trauma on the First Nations family systems, individual, and promote the development of cultural self-identity.

First Nations Employment Centre (FNEC) works towards the continued advancement of employment and training opportunities for all First Nations people who may be unemployed, low-skilled, have low educational levels, are illiterate, or disabled. 

RT/SIS is a sub-agreement holder to the Indigenous Skills and Employment Training Strategy (ISETS) provided by the Saskatchewan Indian Training Assessment Group (SITAG) and Employment and Social Development Canada (ESDC). FNEC provides opportunities for Registered Status and Inuit people to work towards the advancement of employment and training. 

There are various levels of services offered, including walk-ins and appointments, to assist in job searches and attainment. The major emphasis is on case management and ensuring client employment. FNEC partners with various institutions and educational facilities to achieve their mandate. FNEC welcomes all nationalities, including newcomers to Canada, to utilize the facility for non-funded services.

Treaty Four Education Centre Treaty 4 Education Centre is open to students wanting to complete high school in an individualized setting. Our curriculum includes discussions, worksheets, workshops, software, and videos. Students need self-motivation, maturity, and perseverance to succeed. We integrate cultural activities such as Elder talks, sweats/ceremonies, feasts, and other events, and expect student participation. Our holistic education model nurtures students through a variety of activities that build our students emotionally, physically, spiritually, and mentally.

Houselessness Program The goal of this program is to support the treaty right to shelter to Regina’s most vulnerable, and provide shelter to the houseless and hard to house. RTSIS partners with federal, provincial, municipal, and First Nation groups to provide integrated human services in Regina, focusing on:

  • Supporting urban First Nations and those transitioning from reserves
  • Offering “One Stop Services Delivery” for efficient program delivery
  • Services include houselessness support, family wellness, men’s wellness, addiction services, mental health support, restitution, cultural and spiritual wellness, adult education, training, and employment initiatives.

Through partnerships and programming, RTSIS is able to offer a continuum of houselessness supports:

  • Emergency Shelter “New Beginnings”
  • Low Barrier Transitional Housing Program
  • Semi-Supportive Housing Complex “Horse Dance Lodge”

Family Welless Unit The First Nation Family Support Centre was established to respond to the needs of children at risk and to break the generational cycle of violence, abuse, and addictions. It is through the services and programs offered at the Support Centre that we hope to help in the creation and maintenance of a healthier urban First Nations family environment where children can safely grow mentally, physically, emotionally, and spiritually in order to achieve their fullest potential.

The First Nations Family Support Centre is open to all community members regardless of status or ethnicity who are interested in participating in our culturally relevant programs and services, which includes:

  • Holistic program delivery that addresses the diverse needs of clients to advance knowledge and enhance empowerment supports for at-risk Indigenous women and children. 
  • Culturally appropriate support and western-based counselling to assist families of missing and murdered Indigenous women and girls with long-term needs, including dealing with grief, trauma, and guilt following the loss of a family member and parenting children of missing or murdered persons.
  • Housing placements and housing loss prevention.
  • Connecting clients to income support, or pre-employment support, to assist them to become part of the labour market.
  • Life skills programs to help clients improve their social and economic integration and connect them to education and supports that build capacity for success.
