Who We Are

The File Hills Qu’Appelle Tribal Council (FHQTC) is the regional advisory, program, and service organization for the 11 member First Nations affiliated under the File Hills Agency and the Qu’Appelle Agency located in southern Saskatchewan, in Treaty 4 territory. It’s the only tribal council in Saskatchewan to represent five linguistic cultural groups: Nehiyaw (Cree), Nakoda (Assiniboine), Anishinaabe (Saulteaux), Dakota (Sioux), and Lakota. The FHQTC total registered population for all 11 member First Nations is over 18,000 with two-thirds residing off-reserve.

FHQTC has been in existence since 1970 when it was created as Touchwood File Hills Qu’Appelle District Chiefs Council. In 1983 it became the Touchwood File Hills Qu’Appelle Tribal Council (TFHQTC) and received federal funding to support the core administration and second level advisory, program, and service delivery to member First Nations. In 1999, TFHQTC separated into two tribal councils: Touchwood Agency Tribal Council (TATC) and File Hills Qu’Appelle Tribal Council.

TFHQTC's six affiliated entities:

Under the TFHQTC structure, six affiliated entities were established to support the health and social wellbeing of its citizens:

  • All Nations’ Healing Hospital (an acute care hospital in Fort Qu’Appelle)
  • Regina Treaty/Status Indian Services (a programs and services centre in Regina)
  • Silver Sage Housing Corporation (a low-income housing organization with homes throughout southern Saskatchewan)
  • Leading Thunderbird Lodge (a male youth treatment centre near Fort Qu’Appelle)
  • TFHQ Safe Shelters (women and children’s safe shelters: Qu’Appelle Haven Safe Shelter in Fort Qu’Appelle and WISH Shelters in Regina)
FHQTC has evolved and now exists to:
  • Protect, implement, and enforce inherent Treaty rights
  • Promote self-determination
  • Assist in the development of productive and safe communities
  • Provide technical and advisory services
  • Address the common interests of First Nations in an equitable and professional manner while respecting the priorities of culture
