Indigenous Skills & Employment Training Strategy
The FHQTC Indigenous Skills and Employment Training Strategy (ISETS) Program offers ongoing support for First Nations people who reside in the geographical area by supporting the growth of Indigenous communities through learning, training, and employment. Funding for this program flows from Employment and Social Development Canada through the Saskatchewan Indian Assessment Group to the local labour force development offices throughout Saskatchewan.
The ISETS program assists clients in exploring career options and developing action plans to reach their career goals. The program promotes and supports the development of clients’ knowledge, skills, and abilities needed in their chosen career destination. The ultimate objective is to help clients enter the workforce and find meaningful employment.
Accessibility is based on client identification of career goals, client follow-through, proper registration, and provision of all relevant documentation. Other selection criteria considered are previous track records, total number of requests, and availability of funding resources.
Client Eligibility
- Must reside in the File Hills Qu’Appelle area (address confirmation required). You will be referred to the appropriate agency if you reside outside of our geographical area.
- Be a registered Status Indian
- Have a social insurance number
- Be unemployed or under-employed
- Provide a letter from an employer stating your new job and start date (for Job Placement Assistance requests)
- Must not be currently enrolled in a training or educational program
- Must go through the ISETS Client Cased Management Process
- Must have an approved action plan

ISETS delivers both unfunded and funded labour market activities to eligible First Nation individuals.

Indigenous Labour Market Information Survey
The Indigenous Labour Market Information (ILMI) Skills Inventory Survey is for collecting information to help identify workforce gaps and needs, and to better match First Nations people with the right training and jobs. The ILMI project explores employment-related data from working age (15 years and older) Indigenous Citizens on and off reserve. Once collected, participating Indigenous Skills Employment & Training (ISET) holders will be able to analyze the data within each community and use it to improve education, training, and employment-related programs and services. Participants who take the survey will be automatically entered to win various prizes such as laptops, game consoles, gift cards, iPads, Samsung tablets etc.

This is an important survey for everyone 15 years of age and older from across the community. It asks questions about your current situation regarding employment, education, and work experience.
The survey is being conducted by the File Hills Qu’Appelle Tribal Council so we can better understand our community members’ different skills and knowledge. We ask questions about what you are currently doing, what your past work experience has been, and some of the things you would like to do in the future with respect to training or employment.
The survey will take about 20 minutes to complete. Next year, we will follow up to update any of your information.
The information you report in the survey will remain confidential. This means that only the survey team and your Tribal Council or First Nation will have access to the data that identifies you with your responses.
Any reports that result from the survey will have the responses grouped together so no one reading the report will be able to identify you or your responses. Overall reports using grouped data will be provided to Employment and Social Development Canada or ESDC.
Voluntary Participation: Participation in this survey is entirely voluntary. You have the right to decline to participate, and you may withdraw from the survey at any point without penalty. By choosing to proceed with the survey, you acknowledge that you have read and understood the information above, and you voluntarily agree to participate in the ILMI survey. You indemnify SITAG Network and your Tribal Council/Independent First Nation community against any loss or otherwise incurred by your direct or indirect participation in the survey.
